HÀ NỘI The Ministry of Transport is currently seeking feedback on a draft decree regulating emissions inspection services for motorcycles and scooters at emissions inspection centres.

According to the draft decree, the ministry has proposed that only organisations with certificates proving their eligibility to operate emissions inspection services for motorcycles and scooters will be allowed to conduct inspections.

Authorities also specify the requirements for the physical infrastructure of emissions inspection centres for motorcycles and scooters.

These include a minimum area of 35sq.m for the centre, with a minimum area of 6 sq.m for each inspection position.

Additionally, a centre must be equipped with designated areas for inspection, parking, office spaces (although these are not required for mobile inspection centres) and at least one certified inspector.

Emissions inspection centres are responsible for conducting inspections and issuing stamps for motorcycles and scooters in accordance with regulations, technical norms and relevant guidelines concerning motorcycle and scooter emissions.

These centres are also required to maintain their facilities and workforce per the regulations, ensure that the inspection equipment operates properly and publicly display all information regarding the inspection process, contents, fee schedules, inspection cycles and the hotline number for the Việt Nam Register.

Furthermore, they must report data and issue inspection stamps in accordance with the law.

The centres are also responsible for managing and supervising their inspection activities. They are also held fully accountable if any violations or corruption occur within the centre.

They also have the right to request that law enforcement agencies handle any obstacles to the operations of the emissions inspection centres.

As outlined in the draft decree, the ministry is tasked with overseeing the management of motor vehicle inspections and motorcycle and scooter emissions inspections.

It is responsible for formulating and issuing the pricing regulations for these services for motorcycles and scooters, in accordance with legal pricing frameworks.

The Việt Nam Register is responsible for conducting industry-specific inspections and overseeing the business operations of emissions inspection services for motorcycles and scooters nationwide, addressing or recommending actions for violations per its authority.

The provincial and city-level People's Committees are responsible for directing local departments of transport and relevant agencies to manage the business operations of motorcycle and scooter emissions inspection services in their jurisdictions.
